overhead wiring

in regards to campgrounds,
This one im working at has 4/0 overhead running through it.the sites require 30amp power outlets is it ok to use wp taps and connect the 4/0triplex to 10/3 direct burial and run it into a 30 amp power outlet at every site?

Among other things, the first thing that comes to mind would be tap rules in article 240 and also branch circuit protection in 210 for going to the outlets.
