Overheated grounded conductors at grounded bus termination

Trimmed & ReTerminated in different holes for sure. There are plenty. He could have done it all in the first hour charge.
Yes, do not reuse the same terminal or you likely will be making same repair again sometime later. Depending on how bad the bar looks I still might not want to use any beyond the bad spot though. There may been only one conductor not tightened properly (or was overloaded conductor?) the heat just got to the adjacent conductors. You can see there are three that all look about same, one or more of those probably the problem spot, next couple spots over just slightly discolored, those were probably fine but became a side casualty to the heat.
 
What about the bar connecting the two bus bars (neutral & egcs)?
No, it's in there, near the bottom. It passes right behind the main breaker.

Neutral current would have to pass through the strap and the removable lug.

If they're large enough, they would permit the second bus to land neutrals.
My bad, I went back and looked again, it is there! I’m used to CH just having the screw and short bent hard jumper.
 
Thanks to everybody that responded. I learned a lot and I forwarded some of the info to my friend in Florida. He now knows that to ask the electrician and will be getting one or two more electricians to look at it. Again thanks.
