Which gets us mostly back on topic - even if connected to grid, you can't make them use any power from the grid. Not paying the bill will make them shut off the service even if infrastructure remains primarily intact.There is a dairy operation in Durham, CA that uses the manure to power the place, their biggest hurdle was PG&E as they did it years ago, so it's not off the grid.
I never been to any places that are closer to me that have such generation, but have read articles on them. AFAIK all of them are putting any excess generation back into the grid. I don't think any of them were financially worth building without some outside funds - mostly from Uncle Sam.
