312.3 doesn't seem to have any provision for a tight fitting cover that also ends up recessed from the wall finish. It says that if the finish or construction of the wall is combustible, the cabinet can not be recessed at all.

Seems 312.3 covers panels, cabinets, meter socket enclosures, and 314.20 covers outlet boxes, junction boxes device boxes, etc.
Yes, but the concept of fire protection is different between the two rules.

As I recall, the thinking of the code making panel is that sparks are more likely to be generated within a 312 enclosure (panelboards are installed in cabinets covered by Article 312) and because of that does not permit anything other than a flush or beyond flush installation if either the construction of the wall or the wall finish is combustible.

I guess if anything you have a 110.26 working space violation here - but as I said earlier IF you put a surface cover instead of a flush cover on that and it is only recessed that little bit - inspector must have a death wish if absolutely insists to have it changed.
