Panel as a raceway

Is it legal to run service entrance cable through a panel to a transfer switch? My inspector cited 230.7 which says we can’t run Service Entrance with other conductors in a raceway and you are using the panel as a raceway,which makes sense to me. My buddy says it is legal. What do you think?

A panel is not a raceway.

Raceway. An enclosed channel designed expressly for holding
wires, cables, or busbars, with additional functions as permitted
in this Code. (CMP-8)
Informational Note: A raceway is identified within specific article
definitions.
While the informational note is not enforceable, it does clearly indicate that a raceway for the purposes of the NEC has to be identified as a raceway. Panels are enclosures that happen to have circuit breakers and associated paraphernalia in them.
