Panel as Raceway

Recently, I installed a new panelboard for some new rooftop exhaust fans controlled by a fire alarm panel. I provided a 6" X 6" X 6' gutter that was chased from the left side of this panel and then provided a raceway from the motor starters to the breakers and motor loads. A co-worker told me that I could not use the panel as a raceway. I had always been informed that you could use a panel as a raceway if the power supply for the circuits feeding through this panel were also supplied by the panel used as the raceway.

Where in the NEC does it state that this is permissable?

312.8 Enclosures for Switches or Overcurrent Devices.
Enclosures for switches or overcurrent devices shall not be used as junction boxes, auxiliary gutters, or raceways for conductors feeding through or tapping off to other switches or overcurrent devices, unless adequate space for this purpose is provided. The conductors shall not fill the wiring space at any cross section to more than 40 percent of the cross-sectional area of the space, and the conductors, splices, and taps shall not fill the wiring space at any cross section to more than 75 percent of the cross-sectional area of that space.
