panel board sizing?

I have a question for anyone who can help and please forgive the stupidity of this question. I have a hospital in Brooklyn preparing a room for a piece of x-ray equipment. The power requirements are 480V 60A service. The on-site electrician installed a panel rated @ 120V/208V and 225A. He marked it as a 480V. The panel is a GE al series panel. I have searched in NEC 2002 guide articles 300, 310 & 312 and it does not seem to indicate proper sizing. Can anyone tell me if this is code compliant? and also, can you give me a code reference in the NEC guide? Thank you

It?s a violation of 110.4:

The voltage rating of electrical equipment shall not be less than the nominal voltage of a circuit to which it is connected.

Why on earth would he/she do this, because that would limit the protection if the panel had a short circuit fault, and if someone were to see this, he/she would be liable if it caused a fire. I'm guessing he/she had a extra panel lying around and they figured that since it's rated at 225A, it will work. Wrong!! Doesn't meet code...
