Getting conflicting information from multiple inspectors on proper clearance of water lines or drain lines above main pane what’s correct clearance

Cannot be directly above the footprint of the panel within the dedicated equipment space which extends to 6' above the panel.

I've found folks get confused between working clearance (for safety) and "foreign object" clearance (for installing wiring).
Note the 6' above the panel infinity describes is, as he states, above the footprint of the panel (enclosure size) and does not apply tot the required area in front of the panel.

The large 12 story hospital that I retired from with over 50 electrical rooms that usually had at least three panels in each old rooms and of course plumbing water &/or drain lines. They had a shop make stainless steel three sided troughs that had a pitch to one end and at least a 1" copper drain line to the floor in case of a leak. Seemed like if they were installing additional circuit breaker panels they would relocate hot & cold water lines. Maybe the Local inspector will allow that .Know they had several such SS troughs over 480 volt normal & emergency supplied panels & safety switches. They were smart enough to to have a sloping piece of SS a foot above VFD'S that had pipes from a few feet to even 20' above them.
