Panel Change Out ????

When changing out a panel is it permitted to leave the old can and remove the interior. Then install a new interior and retro fit the new cover (add fillers where needed). The existing panels have numerous conduits entering the top and bottom. I have been told this saves a lot time when changing out and thus it is accepted. I believe this type of replacement/change is not code compliant however I cannot locate a reference. Is there a reference I can use besides 90.4 ( AHJ ) or 110.3 ( Listed and Labeled).
 
I would be concerned with manufacture matching and the fact that the internals that you put in may not be UL listed to be used in that can. I may be wrong.
 
Im sure someone will say it voids the UL listing, but in my view there are cases where it will save a great deal of cost, and still be safe.....I turned a QO2-4 into a J box just last week because it was embeded in rock masonry.

Using a panel as a J-box and as an enclosure for a service upgrade is very different IMO*. BUT We just tested a job where A major manufacture modified their interiors to fit existing FPE panels about 1,200 of these panels, nice sale and install for someone.


* Not saying there are cases where due to circumstances I would not do this. But when I did residential I preferred all new as that is what they paid for.
 
Somebody somewhere will ALWAYS say no but in reality you are doing nothing more than some guy in a factory.

The can is just a metal box and they are all about the same depth. I can attach the components as good or better than they come from the factory. I installed a 3 phase 200 amp 42 space panel yesterday and the bus/guts, main and all were held in place with two 10/32 machine screws.

Sounds like a CH panel.
