Panel clearance

I am have 2 panels going in a parking garage electrical room .The room is 3' wall to wall, however, the panels are surface mounted .I will have my 3' clearance with the double doors open.Is that acceptable?

Yes you can count the space in front of the panel with the doors to the room open.
