Panel Enclosure Clearance

I am looking for any rule that specifies clearance around a power panel enclosure. The enclosure contains 480V service up to 200A, 480V panel with main, 480V 3ph var freq drive, overload relays, contactors, 120/240/480 10 kVA Tx, 120V panel, etc... The enclosure is approx W4' X H6' X D1' with dual hinged doors.

When our equipment is in a certain state, a handrail blocks the enclosure doors from opening. The main disconnect is located elsewhere.

Is this a code violation? If yes what section. If no, are there any access or clearance rules in the code?

normally the equipment is situated (or moved) so that the handrail does not obsrtuct the enclosure doors. The handrail can be removed if necessary for servicing by loosening several bolts so as to not interfere with working space. The only part of this section that seems to apply is:

"(B) Clear Spaces. Working space required by this section shall not be used for storage. "

But the handrail is only temporarily parked in front of the panel not "stored" there.

Does this sound like a violation?

110.26 Spaces About Electrical Equipment.
Sufficient access and working space shall be provided and maintained about all electric equipment to permit ready and safe operation and maintenance of such equipment.

The key is to permit ready and safe operation. If a handrail has to be removed to access the panels then it is neither ready or safe.

Also the equipment is required to be in a dedicated equipment space:
(F) Dedicated Equipment Space. All switchboards, panelboards, distribution boards, and motor control centers shall be located in dedicated spaces and protected from damage.

The handrail does not belong in the electrical space.
