Can you mount a panel to low in a single family dwelling?

If you're in a flood plain area and you put your breaker panel in the basement - "That's too low" !!!
Seriously though, NEC section 404.8(A) indicates a "maximum" height of 6'7" to the handle of the highest breaker but has no language pertaining to the lowest. However, it does say that circuit breakers "shall" be located so that they may be operated from a readily accessible place. So you'll have to use some logic when locating the breaker panel. It also has to be servicable with appropriate working clearences.
IMO - if you locate it in a crawl space - that's too low.
