GE, they are the only ones who used the 4-pole wide mains in that manner, & you can see the peculiar GE mounting for the THQP breakers (1/2" wide).
 
Are you sure? Could have sworn I've seen those 4 poles that weren't GE🤔
But nobody else mounted them vertically, ITE was the first with 4 pole wide mains in the 1970's, and no one had them vertically except in meter mains, but loadcenters with a vertically mounted 4 pole wide main was a GE exclusive.
 
That’s GE.

Siemens breakers are not flat on top; they have a slant just behind the handle. I can also tell from the labeling it’s GE.
