Yes. UCC 5:23-6.8(d)10. Existing working clearances, clear space, access and entrance dimensions to working spaces, illumination, headroom clearances, and location of overcurrent protection devices shall be allowed to remain without modification.
 
i see it says exiisting is allowed to reamain. Just curious when you replace this fuse panel the overcurrent devices are new and then not existing. our ahj people would make us move it unless the closet was designated an electrical closet only with no shelving or hanger bars

it does not have to be relocated under the rehab code, the rehab codes thinking is that fuse panel has been in that clothes closet for say 40 years, does it make it any less safe to replace it in the same location, it is a great code for existing buildings
 
Does that rehab code allow you to upgrade the panel when you replace it and still not modify the clearances and location? Or does replacing the panel with anything greater than what is there now require a relocation?
