Panel Location

Installing a transformer on the floor then standing a panel off the wall over top of the transformer with the face of the panel flush with the front of the transformer, I can't find were the NEC does not allow this type of installation, is it allowable by the NEC?

Welcome to the forum.

110.26(A)(3) is what you are looking for. This section permits equipment associated with the electrical installation to extend not more than 6" beyond the front of the electrical equipment.

So what you have discribed is OK.
