Panel question

Hi,


I leased a commercial unit and saw something in one of my panels and wanted to know if there was a reason behind it? Somebody attached a conductor to a circuit breaker cut it and put a wing nut on it and kinda hid it behind other wires?

1. It's usually called a wire nut, not a wing nut, even when it has wings.
2. Possibly someone wanted to disconnect an abandoned circuit and remove the wiring but was afraid of putting their screwdriver on the breaker terminal? Unlikely.
3. Someone is using an RF carrier signalling on the power wires and needed an antenna? Wires that are paired with a neutral would not radiate as well. Also unlikely.
4. Someone with a weird sense of humor is trying to mess with your mind?

Usually when I see this the screw head on breaker is stripped and won't loosen

I have seen it on old panels in shops when they get rid of equipment but want to keep breaker around... so they can physically see the wire... in the panel, and not leave a hole in the panelboard when closed... probably another wire there same color running into a conduit... because they wanted no chance of breaker energizing the wire...
