In a job I once had, it was required to write JOE's office, SAM's office. etc, etc. because it works very very well for plant personel at that specific time, and it needs to be updated every so often. If an outside person comes in, then it's useless. But an outside person would usually be working with a plant personel anyway. How compliant this is with osha and whom ever else, I don't know. But it's quick and easy within a specific organization.
