Panel Sizing & allowable amps of CB's

I have some questions regarding Circuit Breakers and Panels.

1. Equipment must have a CB sized to 125% of nameplate Amperage ?
Right ?

2. In a 225 Amp 240v 3 phase panel - what is the maximum total # of amps
the installed circuit breakers can add up to ?

Like if I had 14 30amp breakers that adds up to 420A is this okay ?

Is there a rule to follow regarding this question ?

I need to move around some equipment at work and want to make sure things I do are correct, and are to Code.

You can put in 21 - 100amp breakers if you like . The problem is not the sum of the rating on the breakers but the running load on the circuit. if you don't run everything at once it will never over tax the panel.
