Most of our area now has the smart meters, and doing that now without permission would quickly generate a response from the POCO once the power has been interrupted. How fast they actually show up not sure, but they know almost instantly. More rural areas of the one POCO does allow me to pull meter and cut connection to do a service replacement but only with my giving notice. (And of course PPE, and inspection for reconnect.) They even giving me meter tags.

Ive pulled smart meters, never heard a peep from the Poco. Pretty sure they have bigger fish to fry
 
I’ve only had PG&E show up once when I pulled a meter, it was a commercial space.

Just looked in, handed me a fist full of tags and took off.

They didn't used to come out if I had meter out a few hours, now they'll show up in 1/2-2 hours (EMC and GA Pwr)

If I schedule them to pull, anywhere from 2 days to 2 weeks

EMC started fining HO when I cut a seal, may be worth it though
