Panelboard within six feet of sink. Is it violation of any Article NEC 2014? Should it be relocated or provided extra nema protection?

In general, no.

If this is a bathroom, problems could arise.

Location, type of panel (service or not), and occupancy type?
Location is in one of tenant fed from service swbd feeder breaker to the tenants commericial kitchen and within six feet of sink 120/208V three phase panel.

The real question is why would you think it would not be allowed? What code section led you to believe it may have been a violation? What previous NEC research did you do on the subject and where did you look?
 
To my mind, the question, when a panel is beside a sink, is, is the Working Space maintained? Is the 30" x 36" Working Space encroached by shelving, appliance, cabinet or counter?

Well within six feet of sink would be wet location so at least so sort of nema protection other than nema 1 should be their. Wet locarion protect panel forgwt which article coming from.

Second if sink is 2 feet from panel right in front then working space nec 110.26 would violate it at least 3 feet working space.

Third commwricial kitchen sink panel within 6 feet may cause hazard if water were to splash causing short circuits electrocuation but not sure of what other article nec 2014 says to relocate panel within 6 feet of sink commericial kitchen.

I find that in commercial kitchens the working space is almost always encroached upon by some of the things that you've mentioned. The sink doesn't have much to do with it. :)

Within 6' feet of a sink is not a wet location.

Hih? How come gfci are required within six feet of sink and commericial kitachen req gfci receptacles. If not wet location then what is purpose of sink 6 feet gfci receptacle for?

You're assuming that it's a wet location but it is not by the definition in Article 100. Do you have wet location in-use style covers on the receptacles next to your kitchen or bathroom sink?

Location, Wet. Installations underground or in concrete
slabs or masonry in direct contact with the earth; in loca-
tions subject to saturation with water or other liquids, such
as vehicle washing areas; and in unprotected locations ex-
posed to weather.

My kitchen or my bathroom does not have those covers. They are for weather protection outdoor not wet loaction indoor.

They are simply for wet locations, outdoors just fits that bill. They would be required for an indoor wet location.

Still think they are needed in your kitchen?

Read 406.8(B)(1) and (2).
 
My kitchen or my bathroom have those covers.

You are welcome to do whatever in your own kitchen or bath.

The NEC, however, is not the reason for it.

GFI protection is about protecting personnel from shock in an area where the personnel are likely to already have their bodies in connection with a grounding means. That is, protection from electric shock. A concrete slab on grade has no "sink with water", nor is it a "wet location", yet a person standing on it is highly likely to be in electrical connection with a return path to the Premises Wiring source.
