Panelboard Circuit Breaker Mounting Height

On our Job we have a GE Spectra Panelboard 1200A, 208Y/120V 3P 4W NEMA 3R. The MLO is bottom feed. The Panel Interior is completely full with SGHA6 & THED Frame Circuit. Although, there is a GE 5X Filler Plate with available Bussing above the highest top mounted circuit breaker. GE is stating the top 5X Filler can be used for additional 3 Pole Circuit Breaker Installations.
Is there NEC Code restrictions on Panelboard Construction & Circuit Breaker Mounting Height?

(A) Accessibility. Overcurrent devices shall be readily accessible and shall be installed so that the center of the grip of the operating handle of the switch or circuit breaker when in its highest position, is not more than 2.0 m (6 ft 7 in.) above the floor or working platform, unless one of the following applies:

1) For busways, as provided in 368.17(C).

(2) For supplementary overcurrent protection, as described
in 240.10.

(3) For overcurrent devices, as described in 225.40 and
230.92

It was 6'6" for the longest time and was then changed to convert directly to an international standard of 2 meters.
Yep it work both North American system and European system and they get the mesurement correct on that part.

As far for European 2 meters height requirement it was written over 35 years ago and use that code for very long time.

{ I am well verised with French code so some of the NEC code is parallel with it}
