Panelboard Grounding

I have a 2 section 400 amp panelboard. SOme of the circuits need to pass through 1 section and terminate in the other section. MY question is that I believe the grounds must terminate in the can they are pulled into, but the neutrals must pass through and terminate in the same can as the circuit breaker. I cannot find a code reference, except that I.G.'s can pass through.
