Panelboard in Bathroom

I seem to recall that a panel board can not be located in a residental bathroom, but I can not identify the NEC reference. Can anyone help?

The panelboard may be located in the dwelling's bathroom, but you just can't put any overcurrent devices in it.

If you're in New York State, Our RCNYS prohibits such at 3305.1 footnote D: "Panelboards, service equipment and similar enclosures shall not be located in bathrooms, toilet rooms and clothes closets." Also, ocpd are not permitted (as in the NEC) at E3607.7.4

Came across one of these yesterday in NJ - townhouse built in 1985. Does anyone know the history on when panelboards were not allowed in bathrooms.
