Panelboard is combustible?

Per Section 408.50, panels of switchboards are required to be constructed of moisture resistant and non-combustible materials. I have an inspector who is claiming that, "A subpanel cant be installed in a
closet space because the panel is combustible."

I think what he means is 408.17, where " a switchboard shall not be placed in locations where it is possible for the switchboards to spread fire to adjacent combustible materials."

The subpanel we installed is in a space in a master bedroom, which will NOT be used as a closet space, but as a small storage space. It is even labeled and was drawn up that way originally.

I understand,lets say, the homeowner decides to use the space as a closet. NEC says combustible material that will spread fire. Where does line get drawn? I see panels located in numerous locations where storage is utilized. I also have installed subpanels in master beds closets as well. As long as you have the clearances, and means of exit (i.e. no door" is this within code? I am confused on the specific meaning of this article. Thanx for any feedback.

Doing this one from memory (don't have the code with me at the moment), but I believe the OCPD's cannot be in clothes closets. He may be getting the reason wrong, but the outcome is the same. I would check article 240.

240.24(D) 05' NEC Overcurrent devices shall not be located in the vicinity of easily "ignitable" material, such as a "clothes" closet. This storage space you mentioned 110.26(B) 05' NEC Clear Spaces. Required working spaces "Shall not be used as storage" Riverjig, if something should happen in the overcurrent devices,equipment this may start clothing, etc. on fire. I dont know how else to explain it.

What? IRC defines a "Closet" as a small room or chamber used as "storage" "So a closet is a closet by no other name" or is that a "rose is a rose" I just can't remember.
