You'll need to explain the situation more clearly. By what do you mean, "storage"? Will there be sufficient working clearance around the panel (i.e., 30 inches wide, 36 to 42 inches deep, and 78 inches high, with nothing located within that box)? How close to the panel would bottles of liquor be stored?

The clearance requirements are met, my concern was to have panels in same location as the liquor bottles. The bottles are stored in the side of the panels again the 30in width clearance is met. I guess this installation should be OK? What you guys think?

Well, there is 240.24(D). It prohibits overcurrent devices from being in the vicinity of easily ignitable materials. But how close must something be, before it is considered to be ?in the vicinity?? Also, is liquor ?easily ignitable? To these two questions I have no answers. Anyone else want to venture an opinion?

Just how close to the panel would the bottles be?
 
I would say that unless someone such as Charlie, a Professional Engineer, evaluated the area and deemed it a hazardous location in accordance with article 500 you wouldn't have any concerns. Worst case scenario, in my uneducated opinion, it could possibly be viewed as a class I division II location. Again, this classification would require someone do an actual study of quantities and flash points to make this determination as well as the overall likely-hood of an actual concern.
