What article is it in the NEC that talks about having a label on a panelboard stating Phase A is Black, B Phase is Blue, etc.?

210.5 (C) takes a step in that direction, if you have more than one nominal voltage system on the premises, although it does not specify the particular colors.

And remember that if you are on the 2002 NEC, you have to identify by system and phase for mulitwire circuits, whereas if you are on the 2005 NEC you only have to identify by system for all circuits.
