Panelboards in Living Units

Is there a code requirement to provide a separate/dedicated panelboard or load center in each dwelling unit within a facility with multiple living units? The particular facility that I am designing is a remodel of an existing assisted living facility. They are splitting large units into two smaller units and I am thinking I need to provide a new load center for the second unit, but can't find anywhere that it is required. Is it just for metering and billing purposes or another reason such as the occupant needing access to the breakers in his/her unit?

I assume this is only an issue where it is an actual dwelling unit (provisions for cooking, etc.) because I know that typical hotel and dorm rooms don't each need a dedicated panel.

No, but see 240.24(B) for what is required.

And even if 240.24(B) doesn't apply - the panel doesn't need to be within the unit - the overcurrent devices feeding a unit do need to be accessible to the occupant of that unit, this can be outdoors, in a common hallway, in a mechanical room that doesn't have restricted access...
