is there a difference between a lighting panel and power panelboard when being used in a residential applicattion?
 
o.k thanks.since there is not a difference between panels let me ask this.if you ave a 40 cir.panel inside and a combo panel outside do you need a disconnect inside?

In the 2005 code there is a difference but they took it out in the 2008.


See art 408.36 in the 2005 NEC

If your "inside" panel has proper overcurrent protection feeding it from your "outside" panel ( mounted on the same structure), then there is no requirement for a "main" on the inside panel unless it's required by local jurisdiction.
