If, by "extend," you mean adding outlets, I agree. If you mean lengthening home runs to a new panel location, then no.If one were to extend the circuit, that would be another case.
It would be very hard to install on older circuits that probably have shared neutrals. My inspection office says we do not have to install on replacements.
But to be sure I would call the inspector.
AFCI requirements are for new installations of branch circuits. By changing out a breaker it is my opinion that a new circuit has not been installed.
If one were to extend the circuit, that would be another case.

Additions or modifications to an existing installation shall be made in accordance with this Code without bringing the remaining part of the installation into compliance with the requirements of this Code. The installation shall not create a violation of this Code, nor shall it increase the magnitude of an existing violation

While we don't require it here, I have heard of some jurisdictions that do so I would agree with Tim that a phone call could save you a lot of time.
