Could I feed 2-200a 120208 MB panels straight from a 150kva transformer or do i need to go to install MB 400a panel first then separate each 200a panels.

Yes you can. Look at the first sentence of 240.21(C). Pay attention to the distance limits and other restrictions that follow.

As Charlie mentioned you need to follow the length rules for the conductors, if the panels are right next to the transformer then you can just use main CB panels fed directly from the transformer terminals.

If I use MB panels on secondary I dont need to follow 10' rule but if I decide to put CB panels right next to tranformer then I would need to follow 10' ? Am I reading that right?
