Panels as pull boxes.

Bare with me I am new here...
As far as I understand you can not use a panel as a pull box when it is a two sided panel. Ie...
bring any circuit under 42 on the right section of the panel and use a nipple to pull it back over to the left. Or visa Versa. Can anyone give me any ammunition to shoot at another electrician. I cant seem to find anything on it but I am not as proficient as I should be at searching the NEC.

312.8 seems to indicate it's OK as long as you don't exceed certain fill %'s
