I have done this (Wrap it with 3M fire pads) many times and has passed inspection without any problem. View attachment 9359

But check with your AHJ first.
Wouldn't an additional layer of 5/8 drywall behind that panel be just as effective, maybe cost less, and would allow for easier entry for additional circuits into the loadcenter sometime down the road?

The way I read that it is a "installation suggestion" for electrical boxes and it will not include panels. If the instruction allows the pads to be molded together for larger surfaces then i don't see it as a violation. Unless i am missing something else.

The product data sheet is not the listing information and as it states, it is suggestions. I don't really know why they say "for larger applications" except to make more sales hoping the testing and listing information will get lost in the communication.

You can see per the UL information they have not been tested for these larger applications and could not be part of a listed rated wall or barrier assembly.
