Parallel branch circuit wiring

I came across a panel today while working on a new pool install for a house that recently had the service upgraded to a 200amp. I opened the panel to land the pool feeder circuit, and noticed that the guy who did the service change landed parallel #12 NM cables to a 30amp breaker for an electric dryer.

I briefly searched the forum for this topic, because I know I saw it before, but could not recall the section of the NEC that prohibits this. Where does the NEC prohibit this practice?
