parallel conductors

I have a customer who wants to upgrade a 1000 amp service to 1200 amp,I have 4 sets of 250 kcm going from end line box (NYC) to 1200 amp meter cabinet, I would like to add an additional set of 250kcm to the meter cab. and then change it to 3 sets of 600kcm to the main switch,just double checking if this is permissible?

Assuming that the additional conduit can be run to follow the others and that the five sets of 250s are copper and in separate conduits you could do this.
