But it does not say you can connect more than one conductor together to form the single EGC for a single circuit. I think it is saying that you can use two separate conductors for the EGCs of two different circuits.

You are right. But the common practice is to place a full-sized EGC in each parallel conduit, and connect them at both ends. As you say, you can?t use two smaller conductors to create an EGC for a circuit that requires a larger EGC.

There are plenty of methods used that are not expressly "permitted" in the code. This does not infer that they are forbidden!

Let's not forget the many times this logic has been used in other threads to defend one's opinion! :D
