Can I run 350 mcm paralleled in three existing 4” pvc conduits running 15ft for a total of 6 conductors per phase plus neutrals feeding a 2000amp distribution panel

Yes it will need an equipment ground conductor but do I need to derate the conductors if they’re parallel in the four-inch

310x6 = 1860 amps. Since its over 800 amps you can't round up

Ok I calculated at 90 and not 75. So if I go 400 mcm copper do you see a problem

The only concern I have is de rating do I have to since I’m paralleling in the 4 inches

For purposes of derating you count all of the separate conductors. In other words 6 per conduit.

Yes but wouldn’t a paralleled conductor be considered as one

That used to be one interpretation, but a few code cycles ago that was clarified, see 310.15C 1, each conductor of a parallel set shall be counted as a current carrying conductor

If you're adding 3 more conduits, why not six 400mcm per phase?
