Can EMT with compression fittings be used in a covered garage with 2 sides open to weather

Don't see why not especially if you use the new wet location listed connectors.

By compression do you mean raintight? Compression type are not automatically raintight. Check the box.
By in the garage do you mean in the deck or on walls and ceilings?
In the deck - must be concrete tight (marked on box) normally just about any type fitting is ok. Some may require taping
On the walls or ceiling - depends - Deep inside the garage set screw would be fine. Near the openings subject to blowing rain - then raintight. We use a 45 degree angle from the lowest projection inside to determine a wet location.
