Parking Lot Light Poles

Poles located in parking lot. Another EC started the job... Ordered 4 poles, assembled and installed 2(there is a catch), poured the bases but only left me one stub up on 2 of the bases.... Not to mention he ran wire up the poles but only tucked it in the arm of one of the fixtures(time to rent a lift)... Anyways I ran my ground wire up the side of the pole in Sched 80 PVC, and went to terminate it inside the pole... but there is no lug. I thought they came standard on lighting poles? And if not is it code to install them. I've only done it cause thats what I have been told to do or shown on a print. This job does not come with a print other then the conduit and wire size being ran to the poles. And if it is in the code, will someone be able to point me to a section or atleast an article?

Every pole I have installed in the last 20 or so years has a factory installed lug welded right inside the hand hole. I have had these break off due to a faulty weld and have retapped the pole to install a lug.

They are required to have a place to ground the pole.

I know the Alum and Steel pole must have ground lug to be next to the handhole however if this is fiberglass yes the lug will be there so you can able bring the ground conductor up thru the fiberglass pole to ground the luminarie properly.

Thanks iwire. Now the question is, why would they not have a lug it's over 8 ft? Or is it something that some 'value' pole manufacturers just don't install cause it costs too much?
