Can i take credit for the 8 inches of rock and 2 inches of blacktop for my min .depth requirement for my pvc conduit to light poles ?

Problem is this fill will not compact at all.They tried by adding and mixing rock.It will be a tilt wall building if they can ever compact pad to even begin.Even the front in loaders and dozers are having hard time.If you walk in wrong spot you will sink a foot.This is outcome of wrong fill in a wetlands area.Hopefully i can finish tuesday,its been a thorn up my ---- for 2 weeks.Keep being called off because too wet.
