I've been an engineer for longer than I care to mention, and I'm still not sure that answer is even right. Most people use software to do short circuit calculations, so once the test is passed, we tend to fall out of practice with doing this stuff by hand.
At any rate, not giving one impedance and simply stating the X/R ratios are equal provides a extra layer of difficulty. I'll bet you won't find many if any questions like that on the exam.
