PE license application (reference)

Hello.

I hold PE license at New York State and want to transmit my credentials to apply for PE in another state. One of the requirements is to have a reference from at least three PE licenses. The process is that the PE license receives an email from NCESS and answers several questions about the applicant, some of them refering to whether the applicant is an ethical person and since when he/she knows the applicant.
Honest question: if you do not know PE licensees, how is it possible to fulfil with this requirement considering that you have been in a job that does not need to have prolonged contact with a PE license (very once in a while throug emails) or not it all?. Under these circumstances it is very difficult to email/text/talk to someone that holds a PE license, does not know you, and ask him/her for a reference, because they certainly does not know you, even if it is through an intermediate person that knows you.
Any advice on this regards is very valueable.

When I was applying other states, none of my references were from those states. I used PEs with whom I had worked regardless in which state we each were licensed.
 
Have you establishes a record with NCEES? It involves giving them your education and experience info and letters from at least 3 PEs. Once you have that, you can tell them to send your info to other state licensing offices. It saves you the trouble of getting all that info together every time you wish to get licensed in another state. If you are going to get letters from 3 PEs for the one state license you are seeking now, you might as well have them send it to NCEES.

There are fees for establishing the record, for having the record sent to a new state, and for annual updates. I once had PE licenses in 10 states, and had a friend with all 50 states. Our companies payed for all licenses, or we wouldn't have done it.

Yes, all the credentials, education, work experience and license verification are established in NCEES. The issue here is to get reference from other PE licenses to move forward with the transmission of these credentials to another board state I want to apply for PE license. I have obtained one PE reference, two still pending.
