Peninsular Countertop Space

The peninsular counter top is in a down stairs bar area. It has a sink microwave under the counter as well as an under the cabinet fridge. there will be a small backslash that allows me to add more outlets then just one.
Whats required an outlet 2' from the sink and then every 4' or is only one outlet required to serve the counter top because its peninsular?
 
The question is whether this is a kitchen. It appears that a mw may be considered permanent means of cooking if built in????????

Either case I believe there would need to be a receptacle on both ends of the peninsula. The sink breaks the peninsula into 2 separate parts unless there is at least 12" of countertop that is behind the sink.
