210.52 Dwelling Unit Receptacle Outlets. This section provides requirements for 125-volt, 15- and 20 ampere receptacle outlets. Receptacle outlets required by this section shall be IN ADDITION TO any receptacle that is part of a luminnaire(lighting fixture) or appliance, LOCATED WITHIN CABINETS OR CUPBOARDS ....

The receptacles that are in the cabinet do not meet the code requirements for kitchen receptacles, therefore you can as has been stated many times install the disposal with a lighting fixture on the same circuit.

So Pierre are you saying in your opinion section 220-4 (a) & 210-23(a)(2)do not apply to this installation? Have you read the text?If you do the math per 220-4 (a) 6.9x1.25% =8.6 amperes round up to 9 amperes this certainly exceeds 50% of an 15 amp circuit

Whether you are following 210.23(A)(1) or (2), you are permitted as long as you are within those guidelines to install the dishwasher with a fixture on the same circuit.

It is like the capacity of your garage at home; you can certainly fit your car in it, but try parking an 18 wheeler in there :D
The NEC is the same, some rules work for some things and not others, we need to be aware of them.
