I'm guessing that it depends on the location?

Here in Texas, a master can oversee 3 Journeyman, and each of the journeyman, can oversee 3 Apprentices.

That is abused on a regular basis.

I have worked on jobs where apprentices knew more about the job, than anybody else, simply due to the turnover.

I have also seen jobs that were shut down, (by the inspector) due to a lack of a licensed journeyman on site.

In any event, it doesn't matter what happens in the REAL world. The (and there can only be ONE) master electrician is responsible for the job!

As I said before, Ya want HIS/HER job? :p

Some areas allow a blanket permit fee if the facility has it's own engineers and a deginated inspector
Most sizeable facilities do.

Once again, with the blanket, WHO is responsible?

Maybe the engineer?

ALL that is needed, is a track, leading directly to a responsible party!

WHO can we BLAIM! LOL :)

In one way or another, SOMEBODY says, THE BUCK STOPS HERE!

Sombody takes the full responsibility for the work performed.

For the contractor, that is the master, who's name represents the contractor.

For a major corp. it's the board of directors, unless they can blaim an engineer, who (if he is a state licensed engineer) assumes that position.

For the mid sized industrial business, it's the owner.
Unless it is a contracted job, then we're back to the top again! ;)

wow I didn't mean this to get off on the blame thing.As far as thats concerns you hold the license ,you did the shorty work ,your to blame. What I really wanted to know was about this blanket thing. Is a real piece of paper ? DOES IT HAVE A FEE? MAYBE THEY WEREN'T LYING ? Its a very large company {global} many engineers.And is allright to have all these journeymen working together in ma.
