If anything, less likely as long as the first fault to ground is detected and repaired before a second fault to ground can happen.There is no more likely hood of a "live" cabinet on an ungrounded system than there is on a grounded system.
If you have a grounded system without GF protection, then the chances of high currents on the EGC (and therefore high voltages on grounded surfaces) are if anything higher.
