No the NEC does not specify which phase and voltage is which color other than grounded (white / gray) grounding (green / bare).
 
This is out of the 2002 NEC....

BLUE....322.120C...400.22C...424.356....504.80C

BROWN...4524.35...517.160A5(2)

ORANGE...215.8...230.56....408.3E...424.35...517.160A5

RED...322.120C....424.35...517.160B1

YELLOW...424.35...517.160A5

Andrew, 517.160(B)(1) is refering to an LIM warning lamp, not a phase or conductor color, and 110.15 needs to be added to your orange list

Andrew it might help if you put some descriptions of each section as most of them are fairly obscure and do not apply to general wiring.

I dug that list up from all the other semi useless lists I have. I just threw it out their for general info. A describtion will be worked on and 110.15 should have been on the list.
