Photo cell & Timeclock

My client wants certain lights to come on at dusk, turn off during the night, turn back on before they open and then go off at dawn. I have done this before but the electrician we have now says it can't happen with one photo cell and time clock. Is this possible to do on one set up and if so i just need a quick run down on the wiring? I have my idea but would like to get another opinion.

It can be down with a time clock, however.
