A building owner want to have an alternate solar power option to serve a building has 1.5MW poco transformer as primary power source. Does anyone know any Photovoltaic consultant/ manufacturer can design or sell this large Photovoltaic power source? Sounds like an unusual idea?

Oh, it's a pretty common situation. It's just that when the building owner sees the price tag they don't come back. There are plenty of C&I EPCs and contractors out there. Let your fingers do the internet searching.

You really can't call solar an alternate source....that is typically used for a source that can supply the load when you lose the utility source.
