Picture of ground rod that failed inspection

I can't really tell either but, it looks like there is what we call a "City Hub" (I don't know why we call them that) on the EMT. The conductor is clamped as it leaves the raceway.

I have been required to use a similar type hub, but the hub also had a copper strap attached with a ground clamp at the opposite end. Maybe this is what the inspector is looking for.
 
There is a picture of a similar fitting from T&B on the cover of Mike Holts 2008 books. Its a picture I took with the fitting on my office desk.

Also if that is an 8 foot ground rod the full 8 feet would need to be in contact with the earth as required by NEC 250.53(G)
