I think you are asking for trouble by asking for a picture, and you open yourself up to a discrimination claim.

As for an applicant volunteering a picture, as an employer that would be the first resume I read and if that person were qualified they would also be the first interviewed.

HR is one of my biggest headaches, I have been trying to hire a PM for 6 months, and I would give my first born for a good foreman.
In a word Outsource. If you are in that inbetween size company to small for a full time HR dept and to large for you to be devoting time to HR then looking at one of the many companys that offer HR services would be the way to go.If I had spent six months looking for a PM that would be a red flag that I have a problem and would be looking for a solution outsourcing would make $ense.

I bet that isn't legal either-- check with your lawyer first.

I think asking for a picture is asking for trouble.

Any protected class (race, gender, disability, age, religion) might claim you didn't hire them because they were one of the above. . If you don't have a full complement of the above on your payroll this could be used as evidence against you in a discrimination suit. Most particularly if the applicant is qualified.

A common scenario would be for a protected class person to apply for a job. You go ahead and hire a non-protected class person. The PC person goes to the department of labor who in turn decides you may have discriminated against the PC person. Then your lawyer goes to work. Even if you can win a suit it costs a fortune to win. Like most lawsuits you will probably wind up settling with the applicant without a trial but it's never cheap.

Its a sign of the times, good leadership is very hard to find. Sure I have seen lots of applicants that look great on paper, but they either want 6 figures, and/or are not what they represent themselves as. I have hired a couple with near disastrous results.

Even as a small company I find it hard to devote time to vett each applicant. I find I have other more pressing things I need to do rather than call references and speak to previous employers.I spoke with a local company that handles HR for other employers they told me they were not an employment agency their job was not to find applicants jobs but to find me pre -screened applicants.I send them my qualifications and job description and salary range and I get applicants that have been vetted.

I will look into something like that...just out of curiosity how much do they charge you for this vetting service?
